chore(quotesdb): bootstrap project skeleton and design doc
- Scaffold api/, ui/, tests/, infra/, docs/ directories
- Stub Cargo.toml for api, ui, and tests crates
- Write finalized design doc to docs/plans/2026-02-27-quotesdb-design.md
- Add placeholder PLANNING.md, ARCHITECTURE.md, README.md per domain
